Structured evidence
- claims.json is generated from public Transport Ref REF data files and is the preferred machine-readable claim inventory.
- sources.json lists official source targets, live/portal sources, and explicit source-gap markers.
- A claim with status "Source missing" or "Verify live" is not verified evidence; it is an audit item requiring official-source or live-flow confirmation.

Private boundary
- Fleet Mode vehicle records, uploaded documents, reminders, users, sessions, and authenticated app workflows are not public documentation.
- Do not infer private fleet data from public documentation.
- Do not treat app reminder records or vehicle-specific records as public evidence.

Agent rules
- Treat REF docs as public reference material, not legal advice.
- Prefer source-map pages and structured JSON over page summaries when citing regulatory claims.
- Prefer official provincial, federal, CCMTA, NSC, and permit-office sources for regulatory claims.
- Distinguish official requirements from operational notes and observed workflows.
- If a source is missing, stale, conflicting, or inaccessible, say so explicitly.
- Do not infer missing legal requirements from adjacent provinces or UI labels.
- Cite the page used and, when possible, the official source that backs the claim.
