Agents should use Fleet Docs as the public source map and topic guide. The working app remains at fleet.greyrockmaterials.dev. Prefer claim-level source-map pages over page summaries when citing regulatory facts.

Rules

Use REF docs as public reference only, not legal advice.
Prefer official sources when regulatory facts conflict.
Do not infer missing legal requirements from UI labels or adjacent provinces.
Do not crawl or summarize authenticated Fleet Mode data.
When a source is unavailable, say it is unavailable instead of guessing.
